As medical student interest in emergency medicine continues to grow, so too has the population of medical students motivated to seek related information, resources, and mentorship beyond their medical school campus. Every allopathic and osteopathic medical school in the state of Missouri has an active emergency medicine interest group (EMIG), yet no platform exists to communicate or collaborate between Missouri EMIGs. 

This Medical Student Council (MSC) is designed to fill that role, providing community and collaboration between like-minded medical students while simultaneously providing the Missouri College of Emergency Physicians (MOCEP) direct and sustainable access to the Missouri medical student population. 

The benefits to the state chapter include increased public exposure of the chapter itself, increased membership numbers and medical student involvement, direct access to the medical student body of every Missouri allopathic and osteopathic medical school, increased support for advocacy efforts. They will demonstrate MOCEP’s commitment to support and mentor the next generation of emergency physicians. This will complement the diverse and valuable services MOCEP currently offers its physician and resident members, with an ultimate vision to increase the number and quality of Missouri-trained emergency medicine physicians.

Goals & Objectives

  • To provide Missouri medical students with opportunities to plan, organize, and lead local and state events related to emergency medicine (EM).
  • To promote communication and collaboration between emergency medicine interest groups (EMIGs) across the various allopathic and osteopathic medical schools in the state of Missouri.
  • To develop a network of resources for medical students to access related to EM career advice, EM rotations in the state of Missouri, scholarly activity opportunities, etc.
  • To provide Missouri medical students with a platform to express ideas, concerns, knowledge, and research related to EM.
  • To contribute to the planning of the student track at the annual MOCEP Symposium. 
  • To facilitate connections between medical students, EM residents and fellows, and EM attending physicians.
  • To provide MOCEP with a direct and sustainable connection to the medical student body of every Missouri medical school.
  • To promote and expand medical student membership within MOCEP.

Organization

The MSC structure shall consist of one (1) Chair, one (1) Vice Chair, and one (1) Secretary, who shall together make up the MSC Executive Council. Additionally, the MSC shall include a committee of Liaisons from each accredited Missouri allopathic and osteopathic medical school. MSC operations shall be primarily facilitated by monthly or quarterly virtual meetings. All officer and liaison roles shall be filled by active MOCEP members. 

The roles and responsibilities of each position are as follows:

The Chair shall be responsible for managing the daily operations of the council and shall act as the primary liaison with MOCEP Board of Directors. The Chair shall support the MSC internal projects led by the Vice Chair. The incoming Chair shall be elected annually by the outgoing MSC. Nominees must have prior MOCEP-MSC experience (this is waived for the initial year of the MSC development) and be an MS-I/OMS-I, MS-II/OMS-II, or MS-III/OMS-III at the time of appointment to be considered. The Chair shall attend all MOCEP board meetings and provide verbal and written reports to the board and to the membership when requested by the MOCEP Board of Directors. Official leadership transition shall occur at the annual Symposium during the Annual General Membership Meeting. The Chair shall transition to the position of Immediate Past Chair following completion of their term.

The Vice Chair shall supervise and manage projects within the council. The Vice Chair shall assist the Chair with MSC operations as necessary. The incoming Vice Chair shall be elected annually by the outgoing MSC. Nominees must have prior MOCEP-MSC experience (this is waived for the initial year of the MSC development) and be an MS-I/OMS-I, MS-II/OMS-II, or MS-III/OMS-III at the time of appointment to be considered. The Vice Chair shall attend all MOCEP board meetings and provide verbal and written reports to the board and to the membership when requested by the MOCEP Board of Directors. Official leadership transition shall occur at the annual Symposium during the Annual General Membership Meeting.

The Secretary shall be responsible for maintaining minutes of MSC meetings and assisting with MSC operations as necessary. The incoming Secretary shall be elected annually by the outgoing MSC. Nominees must have prior MOCEP-MSC experience (this is waived for the initial year of the MSC development) and be an MS-I/OMS-I, MS-II/OMS-II, or MS-III/OMS-III at the time of appointment to be considered. Official leadership transition shall occur at the annual Symposium during the Annual General Membership Meeting.

The Immediate Past Chair serves in a supportive advisory role to the incoming MSC Executive Committee and has no official vote in the operation of the Council.

The Liaison Committee

The Liaison committee shall represent every accredited medical school in Missouri. The number of Liaisons per medical school shall be limited to two (2). Each individual EMIG shall select its own Liaison(s). The primary responsibility of the Liaison is to contribute to MSC operations and projects on behalf of their medical school’s EMIG and to communicate all relevant MOCEP activity and information to the members of their EMIG and medical school. 

At this time, qualifying accredited Missouri medical schools include:

  • A.T. Still University of Kirksville College of Osteopathic Medicine
  • Kansas City University of Medicine and Biosciences College of Osteopathic Medicine
  • Ponce Health Sciences University School of Medicine – St. Louis Campus
  • Saint Louis University School of Medicine
  • University of Missouri-Columbia School of Medicine
  • University of Missouri-Kansas City School of Medicine
  • Washington University in St. Louis School of Medicine

Revisions to these Guidelines must be approved by a majority vote of current MSC Liaison committee members and confirmed by the MOCEP Board of Directors.

Nominations for the Officer roles are currently being accepted from November 1-November 20, 2025. Click on the button below to complete the nomination form. An exception to prior MSC experience will be made for this initial year of officer nominations and selections. Please note, the officers selected for the initial elections shall serve in their role from January 1, 2026, until the 2027 Emergency Medicine Symposium held each spring (usually April or May). Officer roles will transition annually beginning in 2027.
