SS SCS HCS HB 19 – Appropriations Bill – $1,000,000 for Pike-Lincoln Technical Center was line-item vetoed by the governor. This line-item was overridden by the House (112-47) and Senate (29-5). Veto Overridden
SS HB 253 – Taxation – This bill changes the laws regarding the streamlined sales and use tax agreement, tax amnesty, the community development district tax, income tax, sales and use taxes, use tax nexus, and the transportation development tax. The House failed to override the governor’s veto by a vote of 94 yes and 67 no. Veto Sustained
HB 278 – Federal Holidays – This bill prohibits any state or local governmental entity; public building, park, or school; or public setting or place from banning or restricting the practice, mention, celebration, or discussion of any federal holiday. The House overrode the governor’s veto by a vote of 114-45. The Senate overrode the governor’s veto as well, by a vote of 24-9. Veto Overridden
SCS HB 301 – Sexual Offenders – This bill changes the laws regarding certain sexual offenses and sexually violent offenders and establishes a prisoner re-entry program for certain offenders. The House sponsor, Rep. Engler, brought this bill up for debate before withdrawing the veto-override motion.
SCS HB 329 – Financial Institutions – This bill made several changes to the laws regarding financial institutions. The House overrode the governor’s veto by a vote of 109-47. The Senate overrode the governor’s veto as well, by a vote of 25-9. Veto Overridden
HB 339 – Uninsured Motorist Recovery Loss – This bill requires an uninsured motorist to forfeit recovery of noneconomic loss under specified circumstances. The House overrode the governor’s veto by a vote of 109-51. The Senate overrode the governor’s veto as well, by a vote of 26-8. Veto Overridden
SCS HCS HB 436 – Firearms – This bill establishes the Second Amendment Preservation Act which rejects all federal acts that infringe on a Missouri citizens’ rights under the Second Amendment of the United States Constitution. The House overrode the governor’s veto by a vote of 109-51-3. The Senate failed to override the governor’s veto by a vote of 22-12. Veto Sustained

SS SCS HB 650 – Department of Natural Resources – This bill would cap punitive damages in lawsuits against Doe Run & some others at $2.5 million. The House overrode the governor’s veto by a vote of 110-50. The Senate overrode the governor’s veto as well, by a vote of 26-8. Veto Overridden
CCS#2 SCS HCS HB 1035 – Political Subdivisions – This bill enacts many changes to political subdivisions – specifically they way a city may use its power of annexation. The House overrode the governor’s veto by a vote of 117-44. The Senate overrode the governor’s veto as well, by a vote of 26-8. Veto Overridden
CCS HCS SB 51 – Regulation of Motor Vehicles – This act modifies several provisions of law relating to the regulation of motor vehicles. The Senate sponsor of this bill, Sen. Munzlinger, spoke on the bill, but no motion was made for an override attempt.
SS SCS SB 29 – Paycheck Protection Act – Requires authorization for certain labor unions to use dues and fees to make political contributions and requires consent for withholding earnings from paychecks. The Senate failed to override the governor’s veto by a vote of 22 yes, 11 no, and 1 absent. Veto Sustained
SS SB 28 – Unemployment Benefits – This bill redefines “misconduct” and “good cause” for the purposes of disqualification from unemployment benefits. The Senate overrode the governor’s veto by a vote of 24-10. The House did not make a motion to override the governor’s veto. Veto Sustained
CCS HCS SS SB 34 – Workers’ Compensation Database – This bill requires the Division of Workers’ Compensation to develop and maintain a workers’ compensation claims database and modifies provisions relating to experience ratings for workers’ compensation insurance. The Senate overrode the governor’s veto by a vote of 25-9. The House failed to override the governor’s veto by a vote of 109-71. Veto Sustained

HCS SB 110 – Child Custody and Visitation Cases for Military Personnel – This act establishes the child custody and visitation rights of a deploying military parent. A deploying parent is a military parent who has received written orders to deploy with the United States Army, Navy, Air Force, Marine Corps, Coast Guard, National Guard, or any other reserve component. The Senate overrode the governor’s veto by a vote of 25-9. The House overrode the governor’s veto as well, by a vote of 109-52. Veto Overridden
SS SCS SB 129 – Volunteer Health Services Act – This act establishes the Volunteer Health Services Act which allows a licensed health care provider to provide volunteer professional health care services for a sponsoring organization. Any person with a suspended or revoked license or who provides services outside the scope of his or her license is not eligible to provide services under the act. The Senate overrode the governor’s veto by a vote of 25-9. The House failed to override the governor’s veto by a vote of 108-53. Veto Sustained

SB 265 – Agenda 21 – This act prohibits the state and any political subdivision from implementing any policy recommendations that infringe on private property rights without due process and are traceable to Agenda 21 adopted in 1992 by the United Nations or any other international law or ancillary plan of action that contravenes the federal or state constitutions. The Senate overrode the governor’s veto by a vote of 24-6. The House failed to override the governor’s veto by a vote of 107-53. Veto Sustained.
SS SB 267 – Civil Liberties Defense Act – This act creates the Civil Liberties Defense Act. This act mandates that any court, arbitration, tribunal, or administrative agency ruling shall be unenforceable if based on a foreign law which is repugnant or inconsistent with the Missouri and United States constitutions. The Senate overrode the governor’s veto by a vote of 23-10. The House failed to override the governor’s veto by a vote of 108-53. Veto Sustained.
SB 170 – Roll Call Votes in Public Meetings – Currently, all roll call votes in public meetings of public governmental bodies can only be cast by members that are physically present and in attendance at the meeting. This act allows members cast roll call votes if the member is participating via videoconferencing in such meetings. The Senate overrode the governor’s veto by a vote of 31-3.
